Key recommendation: Zellij should be adopted conditionally as an optional hnavig scene activate/resume backend because its official CLI/JSON control surface, KDL layouts, headless sessions, and session resurrection fit Hermes Navigator better than Tmuxinator. Hermes Navigator should keep SQLite SceneStore / NamedSession as the authoritative control plane because Zellij state is host-local and does not carry Miadi issue/context metadata. The first implementation wave should stay narrow: per-host Zellij sessions on gaia, as, and eury, without treating Zellij as a full replacement for the broader tmux substrate.
